ASSISTANT PAYROLL MANAGER

SUMMARY
The purpose of this position is to assist the Payroll Manager in overseeing the payroll function including the processing and payment of hourly and salary payroll and all employment related taxes and oversee the proper compliance with Federal, State, Local and other relevant guidelines.  This position will be responsible for helping to build and maintain a cohesive and effective staff; day-to-day management of departmental staff; modifying and maintaining policies; and building and maintaining relationships with key internal and external stakeholders.  This position reports directly to the Payroll Manager.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
o    Oversee the processing and recording of salaried and hourly payrolls, commissions, bonuses and equity related taxes to assure accuracy, timeliness and compliance with all regulations
o    Supervise and mentor the Payroll department including oversight of the payroll process and payroll check runs
o    Stay abreast of state and federal legislation and tax laws affecting payroll
o    Support administration of payroll systems including ADP and Kronos
o    Work with ADP on all multi-state payroll tax reporting paperwork (940, 941, W2s, etc.) in an accurate and timely fashion
o    Prepare periodic reports of earnings, multi-state taxes, and deductions by use of the payroll software
o    Prepare or approval of funding requests for Payroll checks, Direct Deposits, Payroll taxes (multi-state), garnishments, 401(k), and other employee withholdings. As well as sending all required electronic data to banks and other outside parties as appropriate
o    Assist with both the 401k/Pension and Worker Compensation audits and timely preparation of needed reports to auditors
o    Work closely with Finance and Accounting teams to review and update SOX documentation as appropriate
o    Work with Staff Accountant to manage the escheatment of Payroll funds as required by law
o    Willingness and ability to work longer hours during the processing of the bi-weekly payroll
 
SUPERVISORY RESPONSIBILITIES
Directly supervises up to 3 employees in the Payroll department.  Responsible for the overall direction, coordination, and evaluation of this team.  Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraisal performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems.   Accountable for all work produced by the team.
 
QUALIFICATIONS  
Ability to demonstrate a high degree of mental effort – nearly all duties performed under tight deadlines and under the scrutiny of corporate stakeholders 
EDUCATION and/or EXPERIENCE
o    Bachelor’s Degree (B.A.) from four-year college or university in accounting or related field; 5 years of experience in a payroll role with increasing responsibilities, or equivalent combination of education and experience. 
o    CPP designation preferred
o    Familiarity with ADP and Kronos timekeeping system preferred
o    SOX experience preferred
o    PeopleSoft HRMS or other major ERP system experience required as is advanced Excel skills. Public company experience preferred.
o    Strong PC skills--proficiency in Excel required
o    Excellent written and oral communication skills
o    Proven ability and desire to work in a team environment
o    Excellent interpersonal and communication skills
 
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. 

MATHEMATICAL SKILLS
 Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
 
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions.
 
COMPUTER SKILLS
Possesses strong computer skills, including advanced proficiency with Word, Excel and Outlook. Peoplesoft HRMS or other major ERP system experience is required. May be required to learn more complex computer programs, GoToMeeting, or other web-based meeting and download software.
